The people on the bicycle have provided the illusions of the martyrs, if their actions do not affect the wheel (the bases), the revolution would fail. No matter how much people were involved, if their protests didn't affect the public (which is the bases of countries) or the system of the country, their protests are still failures. This picture has visually described the metaphor, and has made the author's ideas easier to understand.
